The salary range for this position is $47,668.01 to $105,882.12 and will be based upon experience.
Employees of the Department of Financial Services are paid on a monthly pay cycle.
Some travel is required.

BRIEF DESCRIPTION OF DUTIES :
Supervision and Leadership
The Emergency Manager II provides direct supervision and leadership to assigned staff. This includes planning and directing work assignments, setting clear expectations, evaluating performance, and ensuring staff are trained, supported, and performing effectively. The supervisor is responsible for communicating with, motivating, and developing employees while exercising authority to hire, assign, reward, discipline, or recommend personnel actions.
Emergency Response and ESF 4/9 Coordination
This position oversees Emergency Support Functions (ESF) 4 and 9 in alignment with the State Comprehensive Emergency Management Plan. As a member of the State Emergency Response Team (SERT), the supervisor is on-call for emergency deployment under Chapter 633, Florida Statutes, and may respond to the State Emergency Operations Center (SEOC) or disaster-impacted locations for extended durations, including in hazardous or hostile environments. The supervisor may serve as the Alternate Emergency Coordinating Officer or fill another command role within the Incident Management System. Responsibilities include coordinating with partners such as the Division of Emergency Management, Department of Health, and Florida Forest Service to develop procedures, manage response data systems, monitor real-time incidents, and support operational training.
Domestic Security and Specialized Response Program Oversight
The supervisor leads coordination efforts for domestic security and homeland security initiatives. This includes support and oversight for specialized response teams such as Urban Search and Rescue (USAR), Hazardous Materials/WMD, and Technical Rescue. The role involves working with local, state, and federal partners to ensure alignment with statewide preparedness strategies and compliance with applicable regulations, grants, and operational standards. The supervisor also contributes to strategic planning and capability development across domestic security functions.
Budget, Contract, and Resource Management
This position is responsible for developing and monitoring program budgets, preparing funding requests, and overseeing expenditures to ensure efficient use of resources. The supervisor also manages vendor and interagency agreements critical to maintaining operational readiness, including contracts supporting emergency response teams and resource deployments.
Policy, Reporting, and Representation
The supervisor prepares reports, delivers presentations, and participates in policy and legislative discussions that impact emergency management operations. This includes studying relevant laws and regulations, contributing to policy and procedural updates, and representing the Division at meetings, exercises, planning sessions, and workgroups at the local, state, and federal level.
