Job Title: Senior Project Manager – (RI Bridges Release Manager)

Location: 1 Capitol Hill, Providence , RI (Onsite)

Job Description

The State of Rhode Island is seeking an experienced Senior Project Manager / Release Manager to support the RI Bridges system , a large, enterprise‑level Health and Human Services platform. This role is responsible for managing end‑to‑end business and IT release readiness , coordinating with multiple state agencies, vendors, and executive stakeholders to ensure successful production releases.

This position requires strong release governance, leadership, stakeholder management, and hands‑on coordination experience in a complex production environment.

Key Responsibilities

• Own and manage all RI Bridges business and IT release readiness processes
• Coordinate with state agencies (business and IT teams) and multiple vendors involved in development, testing, and deployment
• Oversee vendor release planning activities and track adherence to delivery schedules
• Identify risks and issues, develop mitigation plans, and prevent release delays
• Maintain and monitor the Release Runway / Release Calendar , including software, hardware, and application enhancements
• Manage release scope changes through formal change control and approval processes
• Monitor User Acceptance Testing (UAT) progress and work closely with the UAT Lead
• Ensure operational readiness , including:
• Business process updates
• Training and documentation
• Change management activities
• Data fixes and retirement of workarounds
• Lead and facilitate the Release Planning Committee (RPC)
• Oversee deployment planning, execution, post‑release validation, and hyper‑care activities
• Serve as the primary State representative for weekly agency validation meetings
• Facilitate executive go/no‑go release decision meetings
• Participate in governance forums such as:
• Project Management Review (PMR)
• Change Control Board
• Production Operations meetings
• Provide 24x7 on‑call support for Severity 1 and Severity 2 production issues
• Report release status, risks, and decisions to executive leadership and steering committees

Required Skills & Qualifications

• Senior‑level experience in Project Management and Release Management
• Proven experience managing enterprise‑scale production releases
• Strong understanding of business and IT release governance
• Experience coordinating across multiple vendors and stakeholders
• Excellent communication and executive presentation skills
• Proficiency with:
• JIRA
• Microsoft tools: Word, Excel, PowerPoint, Outlook, SharePoint
• Ability to work onsite in Providence, RI

Preferred / Nice‑to‑Have

• Experience with State Government or Public Sector projects
• Background in Health & Human Services systems
• Experience supporting mission‑critical, large‑scale systems
